Connolly earned a B.A. in literature from Maryknoll College in Glen Ellyn, Illinois, and a Master of Public Administration from Harvard’s Kennedy School of Government in 1979.
Connolly worked for the United States Senate Committee on Foreign Relations from 1979 to 1989, managing committee oversight of international economic issues, international narcotics control, and United Nations and Middle East policies, as well as publishing reports on US policy in El Salvador, Central America, Israel, and the Persian Gulf region.

Connolly’s political career began on March 28, 1995, when he defeated Republican Jeannemarie A. Devolites in a special election for the Providence District seat on the Fairfax County Board of Supervisors.
Connolly was re-elected to a full four-year term on the board in a rematch against Devolites in November of that same year.
In November 1999, Connolly ran unopposed for reelection. He was elected Chairman of the Fairfax County Board of Supervisors in 2003 and re-elected in 2007.
As chairman of the ten-member board, Connolly balanced a $4.5 billion budget while overseeing a county that would grow to be the nation’s 13th biggest metropolis, 12th biggest school system, and sixth largest office market.
He was the county’s Legislative Committee chairman and the Economic Advisory Committee vice-chair. Connolly also chaired the Northern Virginia Transportation Commission (NVTC), the Northern Virginia Regional Commission (NVRC), and the Metropolitan Washington Council of Governments (MWCOG).
